The concept contemplates a mixed-use residential and commercial tower of at least 55 stories, with approximately $150 million in anticipated construction investment.

The milestone reflects the early-stage assembly of several essential components of a major urban development: a strategically located property, an ownership group, a development party responsible for financing and execution, and an architectural team with international high-rise experience.

Yerlan Kakenovʼs role has centered on opportunity identification, deal origination, and strategic introductions. After recognizing the siteʼs potential for higher-density redevelopment, Kakenov connected the property ownership group with a developer capable of evaluating and advancing a project of this scale. That relationship subsequently developed into an executed joint venture agreement.

Development Framework

The agreement identifies the existing two-story property at 613 615 S. Grand Avenue as the site contemplated for redevelopment. The proposed program includes residential apartments and commercial space within a substantially larger mixed-use building.

Under the contemplated structure, the development party is responsible for financing and for major elements of project execution. These responsibilities include preparing and submitting drawings, plans, studies, and supporting research required for governmental review, as well as selecting architects, engineers, contractors, consultants, and vendors.

The agreement also grants the development party authority over key areas such as design, procurement, marketing, and sales. Its proposed ownership structure contemplates that the development party would own 51 or more stories of the completed building, while the property-owning party would receive four stories.

Together, these provisions create an initial framework for coordinating capital, design, approvals, and execution. They do not, however, represent final project approval or a guarantee that construction will proceed.

International Design Experience

Following the formation of the development relationship, Kakenov introduced the team to an international architectural group to explore a project-specific design and entitlement strategy.

A presentation dated May 6, 2026, titled “TM Downtown LA Tower,” identifies MAD as design architect and Adamson Associates as executive architect for the proposed concept and entitlement phase.

The presentation highlights experience associated with prominent residential, commercial, and high-rise developments worldwide. MADʼs featured portfolio includes Absolute Towers in Mississauga, One River North in Denver, Qondesa in Quito, and Chaoyang Park Plaza in Beijing. Adamsonʼs section references work and collaborations associated with Aman Beverly Hills, 53W53 in New York, 2 World Trade Center, Forma Condominiums, and Central Park Tower.

The Downtown Los Angeles concept depicts a slender, curved tower rising above the surrounding streetscape. The proposed architectural process addresses land-use analysis, entitlement strategy, floor-area-ratio and density considerations, preliminary concepts, unit counts, building massing, and program alternatives.

The contemplated consultant team also includes specialists in structural engineering; mechanical, electrical, and plumbing systems; civil engineering; landscape architecture; traffic; lighting; and façade design.

Strategic Value Creation

The project illustrates how early-stage value can be created by aligning property potential with development expertise and specialized professional resources. Rather than focusing on a single transaction, the assembly process brings together the relationships and capabilities required to evaluate feasibility, define a development strategy, pursue entitlements, structure financing, and prepare for potential execution.

Current Project Status

The Grand Avenue proposal remains at an early stage. Before construction could begin, the project would require additional feasibility work, entitlements, financing, design development, governmental approvals, consultant coordination, and detailed construction planning. The ultimate height, design, program, ownership structure, budget, and schedule may change as the project advances.
